Noise management

In order to proactively manage noise levels, YQB does its utmost to anticipate and minimize the impact of its activities, not just at the airport, but also during development projects.

We employ a variety of measures.

In order to limit the amount of noise and respect our commitment to the community, we’ve implemented a noise level management plan that includes the following:

  • Consultations with the Noise Management Committee

  • Procedures for noise mitigation

  • Procedures for handling noise complaints

We take into account citizens’ concerns, maintaining direct and constructive communication with all involved parties—including the community and airline operators—to address issues in a satisfactory manner.

Main noise migitation measures implemented since 2009

  • YQB’s noise level management plan, shared with members

  • Expanding the Noise Management Committee by adding citizens and representatives from the City of Lévis, Canadian Armed Forces and Canadian Coast Guard as members

  • Creating a departure and arrival procedure for helicopters to ensure that aircraft do not fly at a low altitude over the city of L’Ancienne-Lorette

  • Signing an agreement with NAV CANADA for the optimized management of noise levels, as per security standards

  • Creating a procedure for testing motors that takes into account location, time of day and wind direction

  • Creating a procedure for new helicopter routes to minimize flying over homes

  • Establishing exclusion zones, which prohibits repetitive helicopter training near residential areas

  • Lowering the number of scare cannons from 14 to 8 and optimizing their placement and operating hours in order to reduce noise levels for the community

  • Updating the noise exposure forecast (NEF) and implementing NA 70 in response to actual perceptions of aircraft noise

  • Regular meetings with all airline operators and NAV CANADA

  • Updating the YQB website to collect noise complaints and ensure personalized follow-up

  • Handling complaints using the Vortex platform

Noise Management Committee

In order to reduce noise caused by its activities, YQB established a Noise Management Committee that meets twice a year.

It consists of individuals representing the following organizations:

  • Ministère des Transports du Québec (1)

  • Transport Canada (1)

  • NAV CANADA (2)

  • Ville de L’Ancienne-Lorette (3)

  • Ville de Québec (1)

  • Ville de Saint-Augustin-de-Desmaures (1)

  • Aéroport de Québec Inc. (YQB) (2)

The members of the committee assess the complaints received to implement noise mitigation measures that are safe and effective for all stakeholders.
